Today I went through VTL Configuration in Netbackup.
First time i got licence error after that i reinstalled netbackup and installed veritas tape drivers. after that i haven't faced any problems with VTL . I used Starwind VTL

Net Backup 6.5 Installation Procedure
Above screen are step by step installing a Master server.
after installation i found that there it requires a different licence for disk pool creation. so for time being it hold.
